International Agreements

 

The International Relations Department follows and supports the international policy of the Portuguese State in the areas that belong to MHA (Ministry of Home Affairs), coordinating its representation in the international instruments’ negotiation. Currently, the MHA has bilateral agreements with more than seventy countries around the world.

 

South Africa

​Agreement between the Portuguese Republic and the Republic of South Africa on Police Cooperation (Pretoria, April 22, 2002). Approved by Decree No. 23/2002, of July 10, 2002. Entry into force on 27 August 2002, in accordance with Notice No. 84/2002, of September 24, 2002.

 

Agreement between the Portuguese Republic and the Republic of South Africa on Suppression of Visas in Diplomatic, Service and Special Passports (Lisbon, 13 October 1998). Approved by Decree No. 14/1999, of 13 May 1999.

Agreement between the Portuguese Republic and the Algerian People's Democratic Republic on Suppression of Visas for Holders of Diplomatic, Special and Service Passports (Algiers, 22 January 2007). Approved by Decree no. 12/2008, DR IA, no. 109, of April 30, 2008. The diplomatic notes have been exchanged on March 21 and April 9, 2007. Belgium

Entry into force on March 8, when completing the formalities established in article 11 of the Agreement.

Chile
​Agreement, by exchange of notes, between the Republic of Portugal and the Republic of Chile to enable Dependent Relatives of Diplomatic, Consular, Administrative and Technical Officials of the Portuguese and Chilean Diplomatic and Consular Missions to Develop Remunerated Work in the Regime of Reciprocity (Lisbon, 21 Of June 1995). ​Agreement on the Granting of a Visa for National Students of the Member States of the CPLP, signed in Lisbon on November 2, 2007, approved by Decree No. 10/2014, published in Diário da República, 1st Series, No. 59, March 25, 2014 and entered into force on September 1, 2015, pursuant to Notice No. 4/2016 of February 25.

Cuba

​Agreement between the Portuguese and the Republic of Cuba on Cooperation in Preventing the Illicit Use and Punishment of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (Havana, July 8, 1998). Approved by Government Decree No. 41/98 published on November 10, 1998, coming into force on May 19, 1999, pursuant to Notice No. 102/99 of July 20, 1999.

Denmark

​Agreement on the abolition of visas between Denmark and Portugal (20 December 1954).

Egypt

El Salvador
​Agreement between the Portuguese Republic and the Republic of El Salvador on Suppression of Visas in Diplomatic, Official and Special Passports (Madrid, 17 May 2002). Approved by Decree No. 1/2003, of January 18, entering into force on April 3, 2003, pursuant to Notice No. 169/2003, published on June 7.

(According to information from the MFA of 06/06/2011, the MFA communicated to the Embassy of Panama in Lisbon  the compliments of internal formalities necessary for entry and force on March 3, 201. There is no notification of the completion of formalities by Panama This Agreement has no effect since Panama's citizens are exempt pursuant to EC Regulation 539/2011).

 

Agreement between the Portuguese Republic and the Republic of Panama on Suppression of Visas in Common Passports (Lisbon, September 25, 2000). Approved by Decree No. 9/01 - DR IA, No. 35, of February 10, 2001. (According to MFA information of 06/06/2011, this agreement entered into force on March 13, 2001 in sequence of exchanges of notes. This agreement has no effect as citizens of Panama are exempt from visas under EC Regulation 539/2011).

Friendship and Cooperation Agreement between the Portuguese Republic and Ukraine (Lisbon, October 25, 2000). Approved by the National Assembly Resolution No. 9/2002. Ratified by Decree No. 8/2002, of February 25. Entry into force on August 1, 2003, according to Notice No. 187/2003, of 2 August.

 

Agreement between the Portuguese Republic and Ukraine in the Fight Against Crime (Lisbon, 24 June 2008). Approved by National Assembly Resolution No 75/2010, and ratified by Presidential Decree No 77/2010, both published on July 22. Entry into force on 7 march 2011, in accordance with Notice No 19/2011, of 1 February.

 

Uruguay

​Agreement, by exchange of notes, between Portugal and Uruguay for Exemption of Visas for Tourism or Business Visas up to 3 Months, Montevideo, November 18, 1985. Entry into force in the Notice published in DR I, No. 139, of June 20, 1987 (Repeals the Agreement on the Suppression of Passport Visas, May 11 and 17, 1927) (According to MFA information 06/06/2011, this agreement has no effect since the citizens of Uruguay are Exempt from visas in accordance with Council Regulation (EC) No 539/2001, of 5 march).

 

Agreement between the Government of the Portuguese Republic and the Government of the Oriental Republic of Uruguay for the Prevention of Misuse and Suppression of Illicit Traffic in Narcotic Drugs and Psychotropic Substances and their Precursors and Essential Chemicals (Lisbon, July 20, 1998). Approved by Decree No. 43/1998, of 13 November 1998. Entry into force on 29 June 2001, in accordance with Notice No. 112/2001, of 26 October.

 

Venezuela

​Agreement between the Portuguese Republic and the Bolivarian Republic of Venezuela on Suppression of Visas in Diplomatic, Service and Special Passports (Lisbon, October 18, 2001). Approved by Decree No. 37/2002, of November 13, 2002. Entry into force on 4 August 2003, in accordance with Notice No. 193/2003, of 14 August (Repeals the Agreement on the Abolition of Visas in Diplomatic Passports concluded by exchange of notes in Caracas, 29 May 1978 (approved by Decree No. 15/1979, of 10 February).

 

Agreement, by exchange of notes, between the Portuguese Republic and the Republic of Venezuela, on Suppression of Visas in Common Passports (Lisbon, 29 September, 1995). Approved by Decree No. 5/1997, of January 15. Entry into force February 28, 1997.

 

Agreement between the Government of the Republic of Portugal and the Government of the Republic of Venezuela on the Prevention, Control, Supervision and Repression of Illicit Consumption and Illicit Traffic in Narcotic Drugs and Psychotropic Substances (Caracas, 17 June, 1994).
