The 2018 Civilian CSDP Compact between the Council and the EU Member States agreed 22 commitments through which the EU aims towards a more capable, more effective, flexible, and responsive civilian CSDP that is more joined up with other EU instruments and partners, to become fully implemented by 2023.
The implementation of the Compact is a Member State-led process, at national-level through National Implementation Plans (NIPs).
