National Commission for Human Rights (NCHR)

The National Commission for Human Rights was created by Resolution of the Council of Ministers no. 27/2010, of March 18, constituting itself as an organ of inter-ministerial composition. It operates under the Ministry of Foreign Affairs, ensuring a monitoring of compliance with the Portuguese, European and international laws on respect for human rights. The NCHR contributes to the implementation of this strand by internally promoting policies and practices to respect human rights and broadening Portuguese participation in conventions and commitments of the European Union, the Council of Europe, the United Nations and other international organisations.
 
The NCHR meets regularly in plenary sessions and Working Groups’ sessions on specific human rights issues. These meetings are sometimes open to the participation of civil society with a view to presenting human rights documents or reports and listening the non-governmental organisations. It approves its Annual Activity Plans and Reports that are made public, and publicly discloses the minutes of the meetings held and the human rights indicators created in specific areas.
 
MHA is a member of the NCHR and participates regularly in all its meetings and activities.
