Organisation for Economic Co-operation and Development (OECD)

Founded in September 1961, the Organization for Economic Co-operation and Development is an international cooperation organization, with its headquarters in Paris, dedicated to global development, with the goal of supporting sustainable economic growth, develop employment, improve living standards, support countries in the development of their economies and contribute to the growth of world trade.

Its currently composed of 36 members, with Portugal being one of the founding countries.

Development Assistance Committee (DAC)

The Development Assistance Committee (DAC), with 32 members, is an international forum constituted of major bilateral donors. Its action aims to promote development cooperation with developing countries, in order to contribute to the implementation of the 2030 Agenda for Sustainable Development, including inclusive and sustainable economic development, the advancement of equalities within and among countries, poverty eradication, improvement of living standards in developing countries, and to a future in which no country will depend on aid.

The Committee monitors development finance flows, analyzes and provides guidance on development cooperation policies and the sharing of good practices.

Every four years its members, through their peers’ Examination, are evaluated regarding the politics and practices they implement in the scope of cooperation for development, from which result recommendations.

DAC Recommendation on Humanitarian-Development-Peace Nexus

Adopted on the 22nd of February 2019, DAC’s recommendation on the Nexus in the Humanitarian, Development and Peace domains arises from the need for greater coherence, coordination and complementarity in the actions carried out on the ground by humanitarian aid, development and peace/security actors, reflecting the commitments assumed at the international level, namely through the 2030 Agenda, the United Nations Resolutions on Peacekeeping and the Agenda for Humanity, among others.

The recommendation foresees 11 guiding principles in the fields of coordination, programing and financing.

DAC Recommendation on Ending Sexual Exploitation, Abuse, and Harassment in Development Co-operation and Humanitarian Assistance: Key Pillars of Prevention and Response

Adopted, in the 12th of July 2019, DAC’s Recommendation on Ending Sexual Exploitation, Abuse, and Harassment in Development Co-operation and Humanitarian Assistance: Key Pillars of Prevention and Response is the first international instrument on sexual exploitation and sexual abuse and sexual harassment applicable to development cooperation and humanitarian action.

The recommendation stands on 6 pillars: Politics, norms of professional conduct, organizational changes and leadership; Response mechanisms and support centered on survivors and victims’; Systems and procedures for reporting/complaining and response at an organizational level; Training, sensibilization and communication; International coordination; and Monitoring, evaluation, shared learning and reporting.

Besides the members of the CAD Committee, the following organizations also adhered to the recommendation to the European Union: ACNUR, UNICEF, FNUAP and UNOPS.
