Portuguese’s Technical-Police and Civil Protection Cooperation is engaged within the Portuguese Cooperation Strategy 2030 (ECP2030), aiming to pursue the objectives set by Sustainable Development Goals of the 2030 Agenda, considering the priorities of the partner countries. Ensuring human security is a transversal priority, for which all efforts must adopt an integrated, coherent, and sustainable approach, given the diversity of actors involved.
The member countries of the Community of Portuguese Speaking Countries (CPLP), as well as some North African States, constitute the main focus of Portuguese cooperation policy, considering common historical ties and their growing influence as new actors on the international scene in the matter of security, migration, and borders.
In the field of internal security, the Technical-Police and Civil Protection Cooperation Programs (PCTPPC) are carried out annually, funded both by the Ministry of Home Affairs and by Camões I.P. (Institute for Cooperation and Language), the coordinating body of Portuguese international cooperation, framed within the Strategic Cooperation Programs (PEC) of multiannual scope.
The investment made through the PCTPPC aims to support the development of technical and operational skills among similar entities in the partner countries, strengthening good governance, the rule of law and human rights principles, primarily through capacity building actions, such as training, technical assistance and donations.
Cooperation initiatives executed in 2022
In 2022, 18 cooperation’s initiatives were carried out, 2 of which transversal too all PALOP (Portuguese-speaking African countries: Angola, Cape Verde, Guinea-Bissau, Mozambique, São Tomé and Príncipe) and Timor-Leste, in several areas such as police cooperation, civil protection and road safety, through training actions, specialized technical advisory, visits and diagnostic missions, as can be seen in Table 1 and involving the Ministry of Home Affairs (MHA) entities (GNR, PSP, ANEPC and SGMAI) as executing bodies: 2 transversal actions, 3 technical missions and 13 training actions.

The cooperation programs carried out in 2022 involved a total of 266 trainees, 61 technicians and trainers from the MHA entities, 837 hours of training and 155 working days of work.
In addition to these actions and the bilateral cooperation actions established by the MHA Entities, a Strategic Project was developed to train the National Police of São Tomé and Príncipe in the field of preventing and combating environmental crimes in urban areas with SGMAI funding, as well as a partnership with UNODC (United Nations Office on Drugs and Crime) to carry out cooperation actions in Mozambique.
In the academic year 2022/2023, a total of 11 new foreign students from Portuguese-speaking countries have initiated the Police Officers Course at the Higher Institute of Police Sciences and Internal Security (ISCSPI) of the PSP, 2 students from each PALOP country and, for the first time, 1 student from Timor-Leste.
